The former cement factory site in Slemmestad is undergoing a long-term transformation from a closed industrial area into a new mixed urban district along the Oslofjord. For more than a century, the factory was one of Norway’s most important producers of cement, shaping both the landscape and the local community. Today, the project builds on this legacy while opening the area to new public life and urban development.

Located between the fjord, the forested slopes of Tåjeskogen and existing residential neighbourhoods, the site occupies a unique position within the emerging coastal town of Slemmestad. The terrain descends towards the fjord, creating a varied topography that influences and structures the new district. The transformation reconnects the former industrial grounds with the waterfront and surrounding urban fabric, introducing a network of streets, parks and public spaces. Working with the natural terrain allows the project to create variation in buildings, housing types and outdoor spaces, shaping a diverse neighbourhood of approximately 600 homes.

The masterplan is structured around a central public landscape, Fabrikkparken, from which a network of connections extends across the site. A cultural axis links the historic industrial buildings with new development and continues towards the waterfront and surrounding neighbourhoods, forming a sequence of public spaces and streets that support everyday life and new programmes.
